Amanda Green, FNP-BC

Amanda Green is an ANCC board-certified Family Nurse Practitioner. She earned her BSN and DNP from the University of North Carolina at Wilmington. A native of Pasquotank County, she is also a College of the Albemarle Alumni where she earned her ADN. Amanda has experience working with patients of all ages. She has a background in cardiac acute care, Public Health, High-risk Maternal/Newborn, and outpatient Pediatric Psychiatry. Her professional interests include preventative care, improving women’s health and access to reproductive care, and improving maternal health outcomes in rural populations.

She is a mother of three, her personal interests include reading, spending time with family, and learning new skills (crochet, knitting, sewing, etc.). Her fur children include two Boston Terriers and a cat.


Amy Rosenberger, FNP-C

Amy is a family nurse practitioner who attended undergraduate school at East Carolina University where she obtained her bachelor’s degree in nursing and the University of North Carolina at Wilmington where she obtained her master’s degree in nursing. After working as a registered nurse for sixteen years, Amy decided to further her career in nursing by becoming a family nurse practitioner. Amy has been a part of the ARHS family for over eighteen years. “My goal is to provide compassionate health care for the community in which I live. I am passionate about making sure everyone has access to care.” As a family nurse practitioner, Amy provides care for infants, children, adolescents, and adults.

Amy is married with two children. She enjoys camping and spending time with her family and friends.


A’livia Sutton, PA-C

Alivia Sutton is a certified physician assistant with a deep commitment to public health and serving her community. She attended East Carolina University where she received a bachelor's in public health. She then attended the University of North Carolina at Chapel Hill where she received a master's in physician assistant studies. As a native of Elizabeth City and a proud graduate of Northeastern High School, Alivia has a strong connection to the area and is dedicated to improving the health and well-being of those she serves. Her passion for family and community drives her work, and she looks forward to making a positive impact by providing quality care and support to others.

Alivia enjoys reading, golfing, fishing, and spending time with her friends and family.


Dr. Arnette Tates, DNP, MSN, FNP-BC

Dr. Arnette O. Tates, DNP, MSN, FNP-BC, is a doctoral prepared Family Nurse Practitioner. Arnette received her Bachelor of Science and Master of Science/Family Nurse Practitioner Degree from Coppin State University in Maryland. She received her Doctor of Nursing Practice Degree from Union University in Tennessee and recently completed her Psychiatric Mental Health Nurse Practitioner Certificate at the University of Cincinnati. Arnette has extensive experience as a Nurse Practitioner, working in hospitals in Baltimore, Durham, and Raleigh. She has been employed at Albemarle Regional Health Services since 2021.

Arnette is the proud mom of two beautiful adult children, Chelsea and Justin. She is also a member of St. Stephen Missionary Baptist Church and Alpha Kappa Alpha Sorority, Incorporated.


Ashley Williams, MSN, CNM

Ashley is a certified nurse midwife who attended undergraduate and graduate school at East Carolina University where she obtained her bachelors and master’s in nursing. She is a native of Elizabeth City and after graduating returned to her hometown to join a private OB/GYN practice. She enjoyed practicing full scope midwifery there for 18 years. She joined ARHS in the fall of 2023 and is excited to continue to serve the community. Ashley specializes in women’s health from adolescence through menopause.

Ashley is married with two children. She enjoys serving in the children’s ministry at her church, traveling with her family and reading.


Caitlin Brown, FNP-BC

Caitlin Brown is family nurse practitioner who received her nursing degree at Old Dominion University in 2017. In addition, she received her Master of Nursing Degree from the University of North Carolina at Wilmington in 2021. Caitlin worked in the Intensive Care Unit for four years before joining Albemarle Regional Health Services in 2022. Caitlin is a native of Gates County and finds joy in providing health care services in her “backyard” as a nurse practitioner. Caitlin focuses on whole person care and sees patients from infancy through adults.

Caitlin is married with two dogs. In her free time, she enjoys spending time with family and friends, traveling, attending church, and being outside near the water.


Jean Cobb, FNP-BC

Jean Cobb is an ANCC board-certified Family Nurse Practitioner. She earned her BSN and Master’s in Nurses degree from East Carolina University. Jean began her career as a nurse in public health over thirty years ago. Her professional interests include a passion for infectious disease management and treatment, women’s health, and STI treatment, prevention and education. Jean began working in the infectious disease program at ARHS in 2018. Being able to provide primary care services and infectious disease management in rural eastern North Carolina, which often lacks providers, is one of the main reasons Jean has worked in public health her entire career. The spirit of taking care of others and seeing them build and maintain a healthy lifestyle is what Jean loves most about her work.

Outside of work, Jean enjoys spending time with her family and friends, fishing, and time on the water.
